Patricia A. Franco, J.D.
Senior Advisor
Patricia Franco is a Senior Advisor with CES. Prior to joining CES,
Patricia spent over seven years as in-house counsel to Philips
Electronics, a global electronics company. At Philips, she served as
Ethics and Compliance Officer for North America, advising and working
with the audit committee and senior management on ethics risk, internal
control mechanisms, complaints/investigations, and U.S. legal aspects of
the company’s global ethics and compliance program. She also was
responsible for conducting ethics and compliance training, code of
conduct implementation and revisions, ethics investigations and
administration of the ethics inquiry and disclosure hotline. In addition,
Patricia served as Philips’ Senior Counsel, providing commercial,
compliance and legislative legal advice to the government relations,
customs and export control and information technology departments in
areas such as energy and environment, privacy, copy protection and
trade.
Earlier in her career, Patricia practiced environmental and administrative
law at Kirkland & Ellis in Washington, DC. She has also served as
Director and Deputy General Counsel to the Electronic Industries
Alliance, a major electronics trade association, where she advocated to
Federal and state legislatures and agencies on critical business issues.
She earned her B.S., magna cum laude, from Tufts University and
received her J.D. from the New York University School of Law. She is a
past industry chair of the Environmental Issues Council of the Electronic
Industries Alliance and has lectured extensively on regulatory and
compliance issues.
